Dear Dr. Davis:

	After considerable thought I have decided not to apply for
the job of Chief Scientist of the Naval Research Laboratory
Applied Artificial Intelligence Center for several reasons.

	First my main qualifications are in basic research, and I
think that is the part of AI that is short of people at present.

	Second I don't think I am qualified for the job of building
up the personnel of the Center.

	Nevertheless I believe that artificial intelligence has applications
to naval problems, and if you or the person who takes the job thinks
I can help in some way, I will be glad to do so.
